The Journal of Science Policy and Governance is an interdisciplinary journal that seeks high-quality submissions on emerging or continuing policy debates. Current students (undergraduate or graduate) and recent graduates within three years of earning a degree (bachelors, masters, or doctoral) are eligible to submit. We seek to publish articles on a variety of policy areas including: scientific research, engineering, innovation, technology transfer, commercialization, bio-medicine, drug development, energy, the environment, climate change, the application of technology in developing countries, STEM education, and space exploration. Painting infrastructure

I wonder if graffitti could be a “strategic research site” for scholars of art, sociology, and infrastructure. In the New York Times today, a story line reads “Cities Report Surge in Graffitti” (see also these slides).

An upturn in graffiti has renewed debates about whether it signifies alienation in struggling areas or whether its glorification contributes to urban blight.

It raises an issue I have not yet heard discussed and that is that infrastructure might be modified through simply changing its exterior appearance, in this case, via graffitti. In a way, this would imply individuals “tagging” infrastructure as an indicator of, for example, its quality, which would then contribute to, if not certify, the current state of affairs. I guess I don’t know of any research that theorize the influence on infrastructure of is “wrappings” (shall we say).

Winnie the Pooh and infrastructure?

Okay, less about infrastructure, but a question has been brewing and I cannot seem to find a suitable answer. In recent years, Pixar has made millions with the following Disney formula:

Reformulate … [for example, Alvin and Chimpunks or Smurfs] in 3-D, give them a skateboard and sunglasses, add some dance moves and inundate children and their nostalgic parents with advertising.

But this seems to fail when it comes to Winnie the Pooh, or there might be a recency effect where consumers are tired of eating the same old rehashed 3-D stories. Either way, Pooh is going to hit the silver screen handdrawn.

So, why might it be that Pooh can’t go 3-D?

From "forces of production" to "forces of customization"

A new line of research might open-up if we read David Noble‘s Forces of Production again and ask “what is the relevance for contemporary packaged software”? Noble, who recently passed-away last December, wrote what is arguably one of the best books in STS’s past about the role of managerial power to determine the direction of technological development, much of which is accomplished by selecting one technology over another to foster toward future development. Additionally, Noble keyed us all to the idea of the “path not traveled” wherein we consider “what might have been” had another road been traveled (i.e., another technology [or no technology] been selected).

In some ways, I think Noble’s work appears old-fashioned to new scholars (despite his excellent empirical material). But maybe not.

If we can extend his ideas about managerial power being augmented by selecting one technology over another toward an analysis that predicts that managerial power is instead augmented by iteratively selecting the ongoing customized form of a flexible technology (i.e., an ongoing process rather than conceptualized as a nominal, usually binary, decision breakpoint).

rethinking workarounds

At least since the work of Les Gasser (1986:216), the act of working-around (or jury rigging) and the resulting workaround (or kluge) has been good fodder for Science and Technology Studies (STS). In the transition from building administrative software in-house to purchasing packaged software solutions from private market vendors, the workaround has received renewed attention by scholars. And rightly so. These are pressing matters given the widespread use of packaged software, the near irreversibility of implementations projects once initiated, and the reported high probably of dissatisfaction following installation.

Workarounds are commonly employed to localize, maintain, and extend software programs, especially when it is necessary to coax occasionally suboptimal implementations into functioning properly as the systems age. Still, workarounds have their limitations; they grow brittle over time, but are crucial for freeing users from restrictive or incomplete systems. Research on packaged software, however, challenges the notion that systems are still worked-around. Designers of packaged software anticipate user modifications. Embedded and increasingly inter-organizational actors now determine when a work endeavor is or is not defined as a workaround. Pollock (2005), examining a case of package software being implemented in a university setting, shows how the boundary between users and designers is relationally dynamic rather than static. This is clear when, for instance, local users share code with software designers hired by vendors, but also when designers distance their responsibility over specific user problems by categorizing some problems as local (rather than the general concern of numerous implementing organizations) (505, 503). Because packaged software appears to presuppose that adopting organizations will participate in the design process by modifying the software for local use, Pollock seems to have updated Gasser’s (1986) notion of working-around. Pollock calls into question Gasser’s (1986:216) original formulation, specifically, that working-around implies “intentionally using computing in ways for which it was not designed,” given that the tools to work-around are already embedded-within packaged software.

Research also suggests that workarounds are not as freeing as previous literature indicates. Modifications do not only free local users from the constraints of technology; they also create tensions inside and between organizations. For example, modifications that are difficult and therefore slow to establish create tension between employees and their supervisors (Pollock 2005:507). Likewise, some modifications generate conflict between support desk operators and local programmers concerning who is responsible for coaxing the packaged software into operation (506). Also examining packaged software in higher education, Kitto and Higgins (2010), through the lens of governmentality, show how a university wrested control over their newly adopted ERP by modifying it. Surprisingly, once modified, the resulting system did not appear to create renewed autonomy for employees. Instead, control over the system simply shifted from the monolithic vendor to a more local supervisor charged with maintaining jurisdiction over the host of new modifications.

In the move from homegrown to packaged software in higher education, traditional interpretations of the workaround seem to be transforming, and with it, I imagine, the precursors of workarounds – the “gaps” in system operations that workarounds necessarily bridge … although there is scant research on where these workarounds come from.

Diaspora* as an alternative to google+ and facebook?

Diaspora* is another social networking site (nearly a year old) … just like facebook, with one important exception. Here is an excerpt from a New York Magazine article:

… as the name suggests, their project was intended less as an imitation of Facebook than as an escape route from it—a path to freedom for those who had come to fear the dark side of the social network. In the years since Facebook launched (and long before Aaron Sorkin decided to take a whack at it), the service had begun to feel unsettling, sinister, less a benign link to friends and more a stealth database, open to all takers.

Diaspora*—if it worked—would do everything Facebook did. But users would own their data.

Will google+ close the coffin on Diaspora*?

Special Issue in Science Studies accepting papers on "Patient 2.0"

As an outcome of Track 026 of the last EASST meeting (in Trento, IT), the organizers have:

been working to edit a special issue on “patient 2.0”. We are pleased to announce we’ve been hosted by Science Studies (http://www.sciencestudies.fi/) as guest editors of a forthcoming publication on the theme.

The journal has a long-standing reputation for publishing high quality articles in the field of Science and Technology Studies since the end of eighties. Science Studies is an Open Access journal and we invite you to have a look at their last issue to better grasp the kind of submissions they welcome.

The call for paper is in attach and, as you will notice, it is an evolution of the track’s cfp. (the call is also available online at http://www.sciencestudies.fi/node/2070). If you have not already published your work elsewhere we encourage you to submit your paper for evaluation before 31 January 2012. Of course you are free to submit a completely new work as far as it is consistent with the call. All the papers will be anonymously reviewed and evaluated jointly with the editorial board of the journal.

Howard Silver, COSSA, and protecting NSF’s SBE

Recently, lobbyist and former chair of the National Science Foundation Funding Howard Silver commented on a post regarding the potential closure of the US-based National Science Foundation’s Social, Behavioral, and Economic Sciences branch.

Silver is part of COSSA (Consortium of Social Science Associations):

The Consortium of Social Science Associations (COSSA) began in the late 1960s as an informal group of social science associations that met to exchange information and discuss common problems. In May 1981, the disciplinary associations, responding to disproportionately large budget cuts proposed by the new Reagan Administration for the social and behavioral sciences at the National Science Foundation (NSF), used the informal COSSA collaboration to establish a Washington-based advocacy effort.

Their website provides a number of interesting topics, but for me the consistent updates about the fate of science fuding in Washington on the homepage is probably what I’ll be checking each morning — a good place for updates on a fash changing subject.

Making good on disasters: Why did Google help Japan?

A story in the New York Times today describes how Google is making headway among the Japanese. In Japan, Google does not have the vast market share that it does in the U.S. or other countries around the world. However, as the story’s title indicates “Quick Action Helps Google Win Friends in Japan.” The story goes:

Google is using its Street View technology in Kesennuma and elsewhere to make a record of the disaster while tracking reconstruction efforts.

An oddly equipped car made its way last week through the rubble in this tsunami-stricken port city. On the roof: an assembly of nine cameras creating 360-degree panoramic digital images of the disaster zone to archive damage.

It is one of the newest ways that Google, a Web giant worldwide but long a mere runner-up in Japan’s online market, has harnessed its technology to raise its brand and social networking identity in this country.

Google was also quick in the early hours of the disaster to assemble a Person Finder site that helped people learn of the status of friends and relatives affected by the earthquake and tsunami.

It is important to note that Google cannot yet determine whether or not these efforts have helped them to crest the Japanese browser use market; however, that is far from what interests me.

While writing about the social significance of non-events for orgtheory.net, I asked the following question:

After studying the Tylenol Poisoning Tragedy (see chapter one of Minding the Machines:Preventing Technological Disaster) and many others, we ask: are there circumstances under which a firm might gain, over the long run, from a carefully handled crisis? Students, especially of the conspiracy theory bent, go nuts with this one, and reformulate my question: are there circumstances under which a firm might gain, over the long run, from a carefully planned and handled crisis?

So, while I have no illusions that Google planned the Tsunamis in Japan, I wonder if non-local crisis response research and development might be a way answer the question above or shift the dialogue to such topics as “planned disaster response by for-profit agencies.” It seems as though organizaitons like Google with oodles of slack resources and a penchant for expansion might serve themselves well by expressing “social responsibility” during times of non-local crisis … especially, in nations where their product, service, etc. is not the leading brand, type, etc.

Hence, almost sounding like a conspiracy theorist now, is it just a coincidence that Google reached out to Japan?

Is there such thing as a good introductory book to STS?

A couple of introductory STS texts are listed below — what’s missing? What do you use?

Is anyone satisfied with Wikipedia’s STS page?

Last semester, while teaching STS 200 “Topics in Science and Technology Studies,” to primarily engineering students at Penn State, I found something peculiar. Students complained — some a little, some a lot — that I was asking them test questions whose answers were not to be found on-line and, in particular, on Wikipedia’s STS page.

Is anyone satisfied with Wikipedia’s STS page? I don’t even see the terms “ICT” or “infrastructure.” What is to be done with this Wikipedia page?

Now, I realize that the “core” of STS is a running problem in the field, as there is no center to speak of or fully shared history. This is obvious in many ways, but there is one that I have routinely found of interest: upper-level undergraduate and lower-level graduate texts which introduce “history and philosophy of science,” “Science, Technology, and Society,” and “Science and Technology Studies.” Such texts rarely cover the same material in a way that sociology introductory texts contain a good deal of similar information.

I use Sismondo’s and Volti’s introductory texts and their books contain concerns not reflected in Wikipedia site such as “ghost publishing” or the “political economy of knowledge.”

NSF may be forced to close the Social, Behavioral, and Economic Sciences (this includes STS)

Just heard this:

“…the House Commerce, Justice & Science Committee is considering eliminating or severely cutting back the directorate for Social, Behavioral & Economic Sciences at the National Science Foundation (NSF).”

David Brooks wrote this opinion piece on this topic called “The Unexamined Society” which details the need for the social sciences and laments the potential loss. Here is an excerpt and closing remark:

People are complicated. We each have multiple selves, which emerge or don’t depending on context. If we’re going to address problems, we need to understand the contexts and how these tendencies emerge or don’t emerge. We need to design policies around that knowledge. Cutting off financing for this sort of research now is like cutting off navigation financing just as Christopher Columbus hit the shoreline of the New World.

Furthermore, you might strengthen your argument by pointing to NSF-supported work being conducted at a university in the representative’s area.

I am alarmed to hear that the House Commerce, Justice & Science Committee is considering eliminating or severely cutting back the directorate for Social, Behavioral & Economic Sciences at the National Science Foundation (NSF).

In the US, basic research in the social sciences is funded alongside the natural sciences and engineering, through the same agency. This is unusual from an international perspective and means that the social sciences are done better here, by being more closely integrated with work
in the other sciences. Having the full range of basic science funded within one agency has led to more collaborative, interdisciplinary work, with better results on all sides.

One major example of this integration is our study of scientific innovation itself, one of the most important drivers of a strong economy (as acknowledged in the 2007 America COMPETES Act, which was led by the Bush Administration but supported across parties). Somehow basic
science conducted at lab benches and engineering projects started in garages produce new knowledge products that spark new industries like biotechnology and information technology which give the United States a real competitive edge in the global marketplace. This innovation
process is not yet well understood but is a central concern across social sciences including sociology, economics, psychology, and science policy studies. The importance of better understanding the innovation process (in order to facilitate it) has generated the new interdisciplinary area called the science of science and innovation policy (SciSIP). This program at NSF is funding research to scientifically understand the innovation process and which policies are more effective at producing beneficial outcomes in science and technology.

NSF is unique in combining experts from the social sciences with experts in natural sciences and engineering. For example, social scientists and chemists in Massachusetts (and other states) have received grants in a collaborative initiative at NSF between SciSIP (in Social/Behavioral/ Economic Sciences directorate) and Chemistry (in Math/Physical Sciences directorate). An article in this week?s Chemical
and Engineering News (‘Measuring Chemistry’s Impact’) announces the initiative and its importance to understanding the chemical sciences. This initiative ‘Pathways to Innovation in the Chemical Sciences’ would not have been possible if social sciences were not part of NSF. More
information about this initiative and others in the study of innovation and science policy can be found at the following website: (http://www.scienceofsciencepolicy.net/page/about-sosp).

The integration of all the basic sciences at the NSF represents one of the national treasures of the US, which has yielded much competitive advantage. Massachusetts has been at the forefront of this kind of interdisciplinary research, as it has led innovation and science in general.
I urge you to oppose any efforts to weaken that integration, which will be detrimental to our state
and our nation.

Patrick Carroll’s Good Idea

As many of you know, Jan-Hendrik and I write about seeing the state from an STS perspective. We’ve written a book chapter, published an article, and have a couple more in the publishing process now.

Soon, at the American Sociological Association’s 2011 annual meeting, Jan and I will sit on a panel about Science and the State. Patrick Carroll refereed some of the papers and provided comments, among them was our paper about American eHealth and state theory.

Here is an excerpt from the presentation we’ll give that quotes Patrick’s insightful comments.

We believe that our more general research agenda offers a potentially fruitful route to get beyond the ‘state as actor’ and ‘state as network’ opposition that currently defines these two lines of inquiry. As was suggested by Patrick (Carroll), the solution might go like this:

perhaps the solution partly lies in recognizing that these apparently contradictory realities are not constructed out of identical stuff; indeed perhaps we should be thinking of ontologies of state (in the plural) rather the ontology of the state.

After much reflection on his proposal, we think he may be right and I would encourage anyone interested in Patrick’s idea to ask about it during question and answer so that we might explore it during discussion.

Any ideas about this notion of “actor state” and “network state” models not “sampling” on the same basic, raw stuff?

Or, I guess, the idea that STSers have taken to believing that — per our commitments to materiality — that everything is made up of the same basic stuff?

"Networking the failed state" is an interesting paper

Christian Bueger and Felix Bethke presented this piece at the 51st Annual Conference of the International Studies Association, New Orleans, February 2010.The paper basically recognizes that international relations is being and should be studied in less “social” ways and instead uses some of the topography and geography of ANT to do so. Interesting stuff.

Here’s the abstract:

Abstract: The discipline of International Relations is increasingly studied as a social
phenomenon. In contrast to universalist understandings of IR as global knowledge,
sociologies of IR have localized and pluralized our understanding of the discipline. IR is
understood as a conglomerate of national communities. These national communities are
depicted as each having their own culture, organizations and knowledge and are seen as
interdependent to each other, while they all circulate around a centre, the North American
community of IR scholars. We challenge such communitarian understandings of the
discipline. Basing our discussion in Actor-Network Theory (ANT), we argue to conceive of
IR as different spatial form, that is a network or rhizome. Such an understanding enables us
to study the relations of IR to other entities, to emphasis actor and practices as constituting
the discipline and to address issues of power relations, that go beyond inter-community
power relations. To make a case which phenomena come into sight from an ANT
perspective we study the case of research on Failed States. We disentangle the network, and
sketch how IR is enroled as well as transformed.

Games with a purpose – a new role for human web users?

Just coming back from a few days of fieldwork (preparing ethnographic research in the field of semantic software) I could not help but share something I just learned. It fits quite nicely to what I have written before on the masses of non-human actors that populate the web today (crawlers, spiders, bots) and how the interdepencies between “them” and others (like us) change with the implementing of new web technologies.

Semantic technologies are build to process large numbers of unstructured documents and to automatically find (and tag) meaningful entities. And while these frameworks of crawlers, transforming tools and mining algorithms are actually quite good at finding structure in data, they are still (at least initially, they learn quickly) quite bad in assigning meaningful labels to it. They are quick and good in understanding that a text is about something, but they are bad ans slow at judging ambiguitive terms – they fail at understanding. But a recent trend called “gamification” (which is around for a while but was until recently used mainly for encouraging users to fill out boring forms) now is a good example how the configuration of agency changes on the web today. Human users are asked to play games that help annotating and matching ambiguitive patterns – for tagging pictures, texts, music, etc. So not machines are doing tasks for humans – humans are working for machines.

4S Seeks Editors for 4th Handbook of Science and Technology Studies

The Society for Social Studies of Science Publications Committee invites proposals for the fourth edition of The Handbook of Science and Technology Studies.  The Handbook consists of state-of-the-art review articles, along with occasionally more specific articles, that cover the current range of research in science and technology studies.  The 3rd edition was published in 2008.  At this point we are looking for a team of four editors who will enlist authors to write the full range of articles.

In your proposal, provide names and affiliations of editors along with a 1 paragraph biography outlining each editor’s areas of expertise.  Also include proposed section and chapter titles with brief outlines that scope out substantive coverage in each chapter.  Please submit electronic copies of your proposal by 15 October 2011 to Stephen Zehr, Chair of the 4S Publications Committee (szehr@usi.edu).  Proposals will be reviewed by members of the Publications Committee.  Once a team of editors has been selected, the Publications Committee will make suggestions regarding topical omissions, overlap, editors, potential authors and so forth to facilitate the project.

Dismantling boundaries in science and technology studies

Nice paper by Cornell’s Peter Dear and Harvard’s Sheila Jasanoff about regulatory science

Abstract

The boundaries between the history of science and science and technology studies (STS) can be misleadingly drawn, to the detriment of both fields. This essay stresses their commonalities and potential for valuable synergy. The evolution of the two fields has been characterized by lively interchange and boundary crossing, with leading scholars functioning easily on both sides of the past/present divide. Disciplines, it is argued, are best regarded as training grounds for asking particular kinds of questions, using particular clusters of methods. Viewed in this way, history of science and STS are notable for their shared approaches to disciplining. The essay concludes with a concrete example–regulatory science–showing how a topic such as this can be productively studied with methods that contradict any alleged disciplinary divide between historical and contemporary studies of science.

Social Informatics is an emerging area of informatics that studies how information systems can realize social goals, apply social concepts, and become sources of information relevant for social sciences and for analysis of social phenomena.

The third international Social Informatics conference will attempt to create an interdisciplinary community of researchers interested in the interactions between the information system and society. Information scientists working on ways to analyze and improve information systems from the point of view of realizing social goals are invited to participate.

Background

The International Conference on Social Informatics was first held in Warsaw, Poland in 2009, followed by Laxenburg Austria in 2010. SocInfo2011 will be held in Singapore, a major hub in the Asia Pacific region well known for its multi-racial and multi-cultural society. Both SocInfo2009 and SocInfo2010 were small meetings that covered mainly the computing perspective of social informatics. This will change at SocInfo2011, which aims to broaden the scope of social informatics while reaching out to diverse researchers worldwide.

The mission of SocInfo2011 is to make the conference a premier venue for both social and computer scientists to exchange the latest research ideas that better intergrate scholars from the two disciplines. The conference program will reflect this in the keynote talks, tutorials, workshops and paper sessions addressing emerging topics which attract interdisciplinary research attention.

For the first time, the conference has a strong representation of social science researchers. Both the organizing committee and program committee have diverse discoplinary representation. The committees are actively seeking papers covering a wide spread of topics and approaches. SocInfo2011 is supported by the International Communication Association (ICA) and Singapore Infocomm Technology Federation (SiTF). SocInfo2011 also welcomes industry particpation by giving demos and poster presentations.

Other than serious research exchanges, SocInfo2011 will offer a social program for participants to know one another better, to visit some places of interest and to appreciate the local delicacies. With a good combination of work and fun, SocInfo2011 hopes to foster collaboration among the social informatics researchers as well as to demonstrate the relevance of their research to a wider community.

What’s up with ‘social innovation’?

I recently reviewed a book for International Sociology Review of Books about “social innovation.” The book was Non-technological and non-economic innovations edited by Roth Steffen whom also authors the first chapter. The book’s contributors, some of whom wrote mainly conceptual pieces, others of which wrote more empirical works, were mostly European with the exception of a scholar from India and another from Russia.

The book opens with a hidden-in-plain-sight insight: overwhelmingly, studies of innovation tend to emphasize the story of technology going to the market to spread widely among buyers/adopters. What is missing, they say, which is also necessary for a more robust theory of innovation, is a deeper understanding of what these studies necessarily omit — that is, non-technological innovations which do not compete in the market (in the tradition sense of the word).

… a somewhat compelling position as it defines new research and sets an agenda for multiple scholars to advance the field. Still, this may not be something new. After all, social innovations include advanced social networking techniques, trends in outsourcing or downsizing, shifts in organizational form or work processes, advertising and branding techniques, etc. However, this is really now what worries me about this approach.

Here is an excerpt from the forthcoming review, which makes my point:

… The introduction ominously asks: “if innovations also have a social dimension, then is there a social dimension of social innovations, too?” (10) The question reveals a couple of things. First, the adoption of innovations such as advanced networking strategies or intensive outsourcing, for example, are conceptualized as definitively “social” things that spread (82,84). Second, innovations also have a “social” dimension, which might include harnessing symbolic systems in order to evoke a certain set of emotions in advertising or through branding (164). This social dimension might also include promotional events, auctions, or the establishment of auxiliary organizations such as museums or historical societies (246). Third, innovations are embedded in extant social relations, hence, innovations shape and are shaped by the circumstances of their social context (161). If social innovations, which are conceptualized as having one or more social dimensions, shape and are shaped by social contextual factors, within which they are embedded, then it appears there is nothing more social and, therefore, nothing more obviously under the jurisdiction of the social scientist to study than social innovations from this perspective. However, there is a deep theoretical issue to be considered regarding these multiple uses of the term “social,” a term taken to mean, in the context of this book, a thing, a dimension of that thing, and its context. I am thinking foremost about how this book’s raison d’être squares with Bruno Latour’s (2005) recent book Reassembling the social. I cite a forthcoming review of Latour’s book to make my point (Rowland, Passoth, and Kinney):

“Latour’s bottom line: As it happens, much of contemporary sociology is misdirected bunk; (…) Latour’s admittedly self-serving historical portrayal of sociology delivered in this book is perhaps forgivable because, in exchange, we get to see how performativity works among sociologists (rather than just economists). Sociologists give artificial strength to ideas that were only meant to be conceptual. (…) Sociologists are guilty of this sort of performativity, but also something much more grave. The “social” is used at times to explain what binds people together or tears them apart, but sociologists simultaneously demand that the social can also be a backdrop shaping interactions that bring people together or tears them apart. Sociologists get to have their cake and eat it too … ”

With the “social” taking-on so many meanings in this edited book (i.e., a thing, a dimension, and a context), we wonder if scholars of social innovation are also asking to “have their cake and eat it too” much the way Latour suggests sociologists have over the last century.

Panopticism, lateralism, and infrastructure cont.: IT and surveillance, once more

I just got my hands on a new paper by Marion Brivot and Yves Gendron that speaks very directly to the questions of lateral or flat types of power and regulation – and how IT infrastructures may be involved. Here is the abstract:
 

Beyond panopticism: On the ramifications of surveillance in a contemporary professional setting

This paper provides fieldwork evidence, which solidifies an emerging view in literature, regarding the limitations of the panoptical metaphor in informing meaningfully and productively the analysis of contemporary surveillance and control. Our thesis is that the panopticon metaphor, which conceives of the organization as a bounded enclosure made up of divisible, observable and calculable spaces, is becoming less and less relevant in the age of contemporary surveillance technologies. Through a longitudinal socio-ethnographic study of the ramifications of surveillance ensuing from the implementation of a computerized knowledge management system (KMS) in a Parisian tax/law firm, our analysis points to the proliferation of lateral networks of surveillance having developed in the aftermath of implementation. In this complex and unstable constellation of rhizomatical controls, peers are involved in scrutinizing the validity of one another’s work, irrespective of the office’s hierarchies and official lines of specialization. As a result, games of visibility (exhibitionism), observation (voyeurism) and secrecy (hiding one’s work from the KMS) abound in the office. One of our main conclusions is to emphasize the pertinence of apprehending control and surveillance from angles that take into account the ambiguities, complexities and unpredictability of human institutions, especially in digitalized environments.

Sounds like a keeper. Although I am looking at this journal regularly, this one escaped my intention until I got the respective e-mail alert yesterday (another infrastructural topic, I guess). Anyway, the full paper can be accessed here.

How flat exactly is (social) infrastructure?

Still toying with ideas about approaching management information systems from a lateral perspective, I am wondering how ‘flat’ an approach to regulation can/should become. With ‘flatness’ I am referring to the counter-scheme against ‘transcendent’ sociological approaches to the regulation of social life expressed by Latour and others (most beautifully and briefly, I think, Latour has expressed it here). What I am asking myself is how far the analytical levelling – thinking about governing, regulation, power, and so on in a lateral rather than hierarchical-levels-of-order manner – can be radicalized without, if you will, collateral damage to the empirical questions under study which in the case of management information systems (or ERP) clearly has something to do with power, hierarchies, and so on. In other words, how much can hierarchies be conceptually flattened without ceasing to be hiearchies?
This may be a general question when analyzing infrastructures. Do we need to be careful to translate every supposedly top-down relationship into a sequential ordering of steps, or into a route through a network of nodes? Or, conversely, is there a sense in which we should retain some role for hierarchies and levels of (social, technological, biological etc.) order?

An ANT Paper in Sociological Theory!

Just a short note: The recent issue of “Sociological Theory” features a paper not only based on STS thoughts but one that even has “Actor-Network” in its title. As I am not on the university VPN right now I cannot download it to review it, but judging from other papers I know from Hiro Saito it should be a good one.

A major problem with the emerging sociological literature on cosmopolitanism is that it has not adequately theorized mechanisms that mediate the presumed causal relationship between globalization and the development of cosmopolitan orientations. To solve this problem, I draw on Bruno Latour’s actor-network theory (ANT) to theorize the development of three key elements of cosmopolitanism: cultural omnivorousness, ethnic tolerance, and cosmopolitics. ANT illuminates how humans and nonhumans of multiple nationalities develop attachments with one another to create network structures that sustain cosmopolitanism. ANT also helps the sociology of cosmopolitanism become more reflexive and critical of its implicit normative claims.

Humans TXT: We Are People, Not Machines.

Do you know who your readers are? I just recently met a reader of our blog from Lancaster at a conference in Berlin and I was very happy to finally have a face to remember when posting (ok, I of course know Nick´s, Hendrik´s and Antonia´s faces). But guess who are the most frequent readers of this site? Machines! The Google-Bot, Posterous-Indexer, Feedburner and their pals harvest websites and it seems they are the most faithful readers of what we write.

As I tried to argue in a german paper on media change and interobjectivity, the specific separation of labour between humans and machines is what is at stake in some of the most interesting innovation processes in the field of web technologies. Who should have to do most of the work? A few of you might remember the hard days of the ongoing browser wars: a web designer these days had to build three or more versions of her site just to please the different web browsers. Or look at the struggle about RSS or, more recently, semantic technologies: who should add all the meta data, who should try to make sense of this mess of interconnected data? Us? Or them?

And now I just stumbled upon a stange idea. It goes like this: if there are files on a website that are for bots only (the “robots.txt” file that asks search engines to please not index a site, a funny example of this is the one on youtube.com), why not create an equivalent just for human readers? That is the basic idea behind “humans.txt”. And there are huge stakeholders involved. Google already jumped on, this is their file:

Google is built by a large team of engineers, designers, researchers, robots, and others in many different sites across the globe. It is updated continuously, and built with more tools and technologies than we can shake a stick at. If you’d like to help us out, see google.com/jobs.

Wait, what? Google? After wondering for a while what sense it could make to duplicate the stuff that is already on your “about page” in a textfile without layout and eyecandy I suddenly realized. Guess who likes plain textfiles? Guess who would like to find meta data about a web site always at the same place? Yes. Bots. Those will be the most likely readers. So: who do we write for?

 

The role of venture capitalists in infrastructure?

A decent and relatively new blog about being a venture capitalist by Fred Wilson got me thinking about how venture capitalist firms are a different type of “organizational entity” as compared to universities or industrial manufacturing firms, in particular, their role in the development, repair, and replacement of infrastructure. While large entities with monopolistic control over primary infrastructure (e.g., roads, water systems, etc.) are usually these odd things called “states,” increasingly venture capitalists are playing a role in the development of all sorts of “modern” infrastructures that are everybit as significant (i.e., bio-engineering, IT, etc.). The difference being, perhaps, in their underlying motivations.

Venture capitalists are looking for high-potential and high risk investment opportunities with early stage startup companies that show signs of future growth and who are in need of seed money. I assume/guess that these sorts of companies produce different types of infrastructure as compaed to monolithic and monopolistic state endeavors. While it is conceptually sloppy to refer to a state as an actor, I must; I assume that states are motivated to invest in precisely the opposite — they want low-risk investment opportunities with foreseeable benefits and prefer to work with established or “prooven” companies to get the infrastructure they want.

Now, that might mean that while venture capitalists and states are both investing in infrastructural innovations (in fact, venture capital investments are sometimes a proxy for or indicator of innovation in a given nation or sector of the economy) are they investing in the same things?

I think not, given their motivations for investment, and some theoretical and empirical comparisons to states would make venture capitalists potentially exciting for STS.

What’s next in the study of management information systems?

After we deliberated a bit about what’s next for STS, I find myself wondering some more about where to take the analysis of management information systems. I have to decide pretty soon whether to commit to an empirical project in this area, and I would of course very much like to avoid focusing on questions which have already been explored at great length by others.
My impression is that when it comes to exploring management information systems, the elementary questions about technology associated with the original program of STS are pretty much in the books. This may be particularly true – or, at least, that’s my impression – with respect the “big” questions of social construction, interrelation (if not identity) of social and technological structure, and so on. But then again, I do still need a general theme with which to associate my research initially in order to establish where I would generally like to take it.
As of now, I have primarily been thinking of pushing the envelope with respect to the analysis of regulatory regimes in terms of a still more micro analysis of how regulation is really brought about and sustained in social situations (in which participants mobilize information systems or particular inscriptions provided by these systems). The general idea would be to unpack regulatory regimes laterally into sets of distinct regulatory situations and look at the respective role(s) of management information systems.
I know some of you are pretty well informed about this field, so might I have a little opinion poll about this?
And where do you think the study of management information systems should more generally be headed? Are there, possibly, current trends which you are (or would be) genuinely excited about?

Winston Churchill was right, according to "American" automaker Jeep??

When discussing the notion of “mutual shaping” in the classroom, I discuss a paper by my mentor, Tom Gieryn about buildings (“what buildings do” in Soc Theory). I open lecture/discussion with the famous quote from Winston Churchill “We shape our buildings; thereafter they shape us” (from a speech in 1944 when the House of Commons was completed), which has recently been transformed and used in a rather “tough” commercial from Jeep brand (sprinkled with some blatant patriotism) here that claims:

“The things we make, make us”

Seems like “mutual shaping” makes for good advertising …

How many (STS) waves does it take to create a (disciplinary) Tsunami?

The last two posts on a third wave of STS and on waves outside of STS made me wonder: How many “waves” of STS are there? And why? And how many will come? More that one group of scholars inside the STS community started labeling themselves as riding on a third wave, starting with Collins and Evans paper on “The Third Wave of Science Studies. Studies of Expertise and Experience” , published already in 2002. Collins and Evans argued that after a first wave (Kuhn and the like), a second wave (SSK), the study of experts, professions and the like should be the focus of what comes next.

That is nearly 10 years ago now. If we look at the landscape of contemporary STS today, there is the kind of research that Collins and Evans wrote about, for example in the contents of the PUS papers. There is also post/neo-phenomenology, Post-ANT, studies that agree to be After Method and there are a lot of papers published each year that try to sell you ten or twenty year old Ideas anew. I am not sure the Agora concept mentioned in Nicks post ist one of these, I cannot get the resprective papers from my university VPN. But it seem to me that after a third wave of STS has so often been acclaimed (see for example Hines “Not another case study” that links thirdwaveness with a turn away from case studies as the prefered approach) being sceptical of approaches that argue they are part of a third wave seems reasonable.

But then as someone interested in heterogenous coordination and in the onto-politics involved in buildung prism-like, opalacent objects I asked myself: There could be a another reason for the multiple faces of thirdwaveness. And I suspect it could as well have to do with STS as a(n) (inter-)discipline. Like Nick said in a post a bit ago: STS has accomplished many of its primary goals. It seems to me that it was able to do this by stabilizing itself as a hybrid, a quasi-discipline (to borrow Serres’ term) that gained stability without much coherence. One way of doing that was to focus on internal struggles, internal progress and internal waves. The waves of STS play an imporant role in doing exactly this. What is missing, at least to me, is a wave that manages to spill over: there is so much inside STS that is fruitful for a world ouside of STS, and so much outside that is fruitful for STS, too.  

ERP systems and waves of STS beyond STS

The post about ERP systems, the much cited Pollock & Williams book, and the third wave of STS got me thinking. The ‘agora’ concept surely is interesting but I was wondering whether older concepts like the ‘assemblage’ address similar phenomena, albeit without the distinct (progressive?) political undertones. Without coming to any conclusion this made me check out the Pollock & Williams book for respective references as I was looking for links to studies about ERP and management information systems I remembered from the accounting literature.
I found, essentially, nothing. Accounting is mentioned, of course (how could a book about SAP fail to do so), but it is generally not addressed in any length. The research about information systems by accounting scholars appears to be ignored altogether. A good example of such research is, by the way, this.
This made me remember papers like the one by Peter Miller and Ted O’Leary about “The Factory as Laboratory” (Pp. 120-150 in M. Power (ed.), Accounting and Science: Natural Inquiry and Commercial Reason. Cambridge University Press 1996) – and I was asking myself: May there be a more general problem of scholars within STS failing to recognize contributions which have been published beyond their range of special journals, book series, and their community of authors? There have been waves of STS beyond STS, and social studies of infrastructure may provide an opportunity for drawing these studies together. Nicholas has already been referring to organization theory a couple of times. Building a nexus between STS and accounting scholarship may another way of making connections, particularly with respect to analyzing information systems and putting respective findings into a broder interdisciplinary perspective.

Third wave of STS studies and "Agora" concept

As many of you know, I study the spread and localization of packaged software such as Enterprise Resource Planning (ERP) in institutions of  higher education. In this line of literature, a new concept has emerged to discuss linkages between organizations called the “agora.” ERP, as a product, is specific enough for higher education as a sector, but generic enough that the systems need to be localized to some extent during implementation (Cornford & Pollock 2003:111; Pollock et al. 2007).

Software modules in ERP for higher education mainly include human resources, student information services, and financial operations, which handle tasks essential for running a university (like payroll and promotions) but have little to do with a university‘s public image (like professors and promotional websites). ERP’s primary advantages are related. First, data storage is centralized. Rather than having numerous databases, an ERP centralizes data storage into a single grid (Davenport 1998). ERPs provide “real-time” data to university officials. As a result, their decisions can be made with the best possible information, which improves upon previous systems where data were commonly outdated (Pollock 1999). Third, data are authoritative. With ERPs, data storage is centralized so that data can be accessed by any functional area with permission to access them. This eliminates the problem of “competing” data (Swartz & Orgill 2001:21). Lastly, students, faculty, and staff are turned into “self-service” users who monitor their own relationship to the university (in the form of scheduling, pay, payments, insurance, grades, etc.) rather than having those tasks administered by support staff (Pollock 2003).

Now, I first read about the ‘agora’ concept in Pollock and Williams’ (2008) newish book Software and Organisations on the “biography” of contemporary ERP. Their analysis, which spanned decades, multiple sectors of the economy, numerous suppliers and adopters of packaged software, which itself took on many forms, their respective support and implementation experiences, and countless additional actors — and all this happened in what they are calling an “agora.” Now even their broad analysis was conducted in segments and episodes, inter-related as they may be, from particular vantage points; each analysis adding another slice of the “agora,” a term borrowed from Kaniakakis (2006; 2008), which is:

an extensive, seamless web of social (or rather, socio-technical) relations over time; there are no walls or gullies that allow what is ‘outside’ to be reliably fenced out/factored out of the analytic picture … [which draws] attention not only to the heterogeneity of players but also the intricate and heterogeneous pattern of linkages that exist between these players (Pollock & Williams 2008:292).

Such dynamics cannot be captured by standard-fair STS concepts like “network builder” (Hughes 1993) or “heterogeneous engineering” (Latour 1987; Law 1987 [ch 6]) because agoras are of no one’s making and instead materialize from multiple linkages constituted by coordinated and uncoordinated events and actions over time. They are not really “just” networks or communities. They are not “just” markets or fields either. Instead, this model of organization contains and is constituted by organizations whose forms are not necessarily suboptimal and their behaviors are not necessarily strategic. Instead, the assumption is that they are all relationally defined and operate relationally. As such, their heterogeneous contents — machines, software, office buildings, offices, analysts, their publications, their publications in use, vendors, their support desks, their users, etc. — are held together by shifting “linkages,” which is not to say networks or communities because what binds them is not merely interest or commonality. The task then, is to search for “cues” Pollock and Williams (2008) say, cues for where to study these linkages (and when, given that they also theorize the significance of temporal aspects of design and organization in a non-trivial way). The emphasis on inter-organizational consequences and processes is appealing to me, given my commitments to new institutional theory, which appears to have finally arrived to STS.

This is a third-wave of theory for STS, and it is related intensely to the role of organizations and places their operations central to the field of STS. On the one hand, it is a beautiful view — multiple vantage points collected in differing locations at multiple times. However, is it a view of the kitchen sink? I am cautious to criticize this approach as I to believe it to be a significantly novel approach to STS that outside scholars could also take-up. Still, the concept was designed to overcome such naive notions as “actor-network,” in part, because the term has been used in so many competing (and often clumsy) ways, but also to get away from the idea that “anything” can be included so long as we follow the actors.

The “agora” is a somewhat novel way to rethink the linkages that bind groups, people, places, and things over times and in multiple sites through variously coordinated and uncoordinated ways … and it may one day find its way to org theory, if it has not (to some extent) already arrived.

4S 2011: Seeing States and State Theory in STS, Double Session

Seeing States and State Theory in STS

Proposal for a Double Session at the Annual Meeting of the Society for Social Studies of Science (4S), Cleveland, Ohio, November 2-5, 2011

The relationship between science, technology, and governance is a relationship that shapes and is shaped by contemporary states. While this relationship has been influential in STS research on how contemporary modes of governance influence scientific practice and technological innovations, the converse question of the influence of both on governance is relatively underrepresented. This session, therefore, takes-up the task and explores the inter-play between this relationship and its depiction in history and social/political theory. 

With one eye on “seeing like a state” and the other eye on “state performativity,” we engage and question well-trodden artifacts of historical and social theory such as state entitivity, state materiality, and the much distributed Foucauldian model of stateness. Looking for insights in both directions, what does STS have to offer and learn from these important traditions that have shaped so much previous research? We are also curious about seeing state performances in some historical relief, for example, in establishing reciprocity under neo-liberal circumstances, in shifting ontologies of health care, in massive state projects such as California’s delta, and even in times of ungoverned anarchy set in Southeast Asia. We, therefore, invite papers that explore empirically and conceptually the possibilities of research based on an STS approach to politics, states and stateness, governance and governmentality. 

We propose a double session: the first session is focusing on conceptualization and theoretical approaches, dealing mostly with the mechanisms and techniques of creating, maintaining and shifting the multiple ontologies of stateness. The second session is presenting a series of five case studies on the role of conflict, measurement and performativity for the enactment of stateness, drawing from rich empirical projects.

Teaching and "The Doing of STS"

In 1992, Phil Heath wrote “Organizing for STS teaching and learning: The doing of STS” in the education and policy journal Theory into Practice, and while an abstract for this article is not available, it is about teaching students STS, specifically those students whom are not STSers (like us).

Really not like us…

The article is about children and infusing STS concepts, perspectives, etc. into the American K-12 educational landscape. The justification being that

“many educators are concerned that the existing curriculum in most schools is too narrowly focused, too historically bound, and too compartmentalized to deal adequately with these new challenges” (52).

Those “new challenges” mainly being the improvement of citizenship in a technological age. The authors make a number of thought-provoking points (and they state a lot of junk that I don’t care for from education types), but above all, I thought this might have some valuable cache for us:

“The formationof multidisciplinary and multigrade teams within the school system is fundamental to our successful infusion of STS and for sustained success” (57).

Group work, which when done properly, draws from the group’s knowledge, might be a way to get non-STS students to appreciate the concepts.Likewise, the author correctly writes that “current issues” is also a pool from which great examples can be drawn for use in the STS or social theory classroom wherein not everyone is a major or even interested in the theoretical issues.

Still, getting back to the article, it makes me wonder: why is STS such a joke in American K-12 schools? Pointing the figure at an honest American debacle, “No Child Left Behind,” seems like a good, fun start, but there is something about STS being, dare I say, excluded during childhood education and “ghettoized” among colleges and universities. Certainly, Penn State’s STS program termination comes at a time where I wonder for the future of STS (although, Harvard actioning a program at the exact same time was encouraging).

"Computational Culture", a new journal. Feels like home…

As I have just read on Lev Manovich´s Blog on Software Studies there is a new journal ready to launch. On its editorial board are such great scholars as Mathew FullerAdrian MacKenzie and Olga Goriunova. Seems that the sociology of infrastructure could get a home. The website is still under construction, but the initial statement sounds like it will be a perfect place to look for the topics we discuss here (and elsewhere). Here is the blurb:

Computational Culture, a journal of software studies is an online open-access peer-reviewed journal of inter-disciplinary enquiry into the nature of computational cultural objects, practices, processes and structures.

The journal’s primary aim is to examine the ways in which software undergirds and formulates contemporary life. Computational processes and systems not only enable contemporary forms of work and play and the management of emotional life but also drive the unfolding of new events that constitute political, social and ontological domains. In order to understand digital objects such as corporate software, search engines, medical databases or to enquire into the use of mobile phones, social networks, dating, games, financial systems or political crises, a detailed analysis of software cannot be avoided.

A developing form of literacy is required that matches an understanding of computational processes with those traditionally bound within the arts, humanities, and social sciences but also in more informal or practical modes of knowledge such as hacking and art.

The journal welcomes contributions that address such topics and many others that may derive and mix methodologies from cultural studies, science and technology studies, philosophy of computing, metamathematics, computer science, critical theory, media art, human computer interaction, media theory, design, philosophy.

Computational Culture publishes peer-reviewed articles, special projects, interviews, and reviews of books, projects, events and software. The journal is also involved in developing a series of events and projects to generate special issues.

Rousing debate over postmodernism

Occasionally repetitive in response, the question was raised “why include postmodern theory in sociological theory courses anymore?

The exchange is longer than any I’ve ever seen on a blog, and it made me wonder: In my courses on STS and sociological theory, what would they look like without postmodern theory?

Are the challenging and mind-bending concepts worthy of inclusion, or is the exploration into postmodernity over (such that, unless I was providing a “history of sociological theory” course, it is no longer necessary to include what few scholars appear to explicitly or actively engage in)?

Ending STS?

Although it might be poor career advice to (try to) follow in the footsteps of the great Bruno Latour — who has done so much to cultivate the narrow world of STS — I wonder if we might all benefit from taking a look at his recent playbook.

It has been a good while since Latour did some old fashioned, empirical STS. HIs books are now mainly about political ecology or attacking the “social” parts of sociology. I was reminded of this as I casually glanced at the history of STS on-line today — in particular, the section about history and the origins of STS. As I reviewed the rundown of founding questions, I got the feeling that the work is (in an odd way) done; that we have succeeded in our original aims, those being (in loose historical order):

1. putting scientific controversies in their social context; showing how facts are constructed — DONE.

2. challenging “technological determinism” by studying the spread and history of technology to show that technologies do not spread or shape history of their own volition — DONE.

3. bringing together historians and philosophers of science in recognition of Kuhn’s historic work about paradigm shifts wherein the appreciation that scholars in STS must have a dual-knowledge of both their subject matter and their home discipline — DONE.

4. generate inclusive STS community composed of anthropologists, historians, philosophers, political scientists, sociologists, to a lesser extent psychologists and linguists, etc. with some of those folks being of the “activistic” stripe, for example, those aiming to raise awareness for a particular issue or illness and those aiming for equality according to race, gender, or nationality — DONE? (and if not “done” then this aspirational goal will be ongoing for the foreseeable future).

5. examine science and technology policy and if they can be shaped by the public and to better serve the public — DONE (and if not “done” then this aspirational goal will go on forever as policy seems to forever change).

In STS, it appears that we might be suffering from some mission drift, as we say in organizaitonal studies, meaning that the reason we have STS in the first place have been to some extent “handled” and now our “mission” (if you can call it that) must become sufficiently ambiguous so that we can never know whether or not it has been completed/achieved (like the U.S.-based “March of Dimes”).

The implicaiton might also be, in a Latourian twist, should we end STS? Disperse its insights into other disciplines and try to find out where in the world STS is valuable outside of STS?

Interrelating in extreme situations: the infrastructural angle

Just like Nicholas I am very much interested in disasters, and his earlier post made me wonder some more about the connection to the issue of infrastructures. Some connections are obvious once you talk about technological disasters propers, especially if you approach the topic from a “normal accidents” angle (as Perrow in his treatise on normal accidents utilizes a general notion of networks including humans, technological artefacts, institutions, etc.). But there is also the whole literature about high-reliability organizations (HROs) which Nicholas alluded to in his second post on this topic, in which the focus is more on human behavior in high-risk situations and on “mindful organizing”.

One common denominator between the various types of research and literatures on disasters and near misses is the emphasis given to relational structures and processes: Perrow’s notion of vulnerable systems is basically a conceptualization of networks the elements of which can be loosely or tightly coupled, and HRO authors like Weick characterize mindful behavior as “heedful interrelating”.
Having been concerned with micropatterns of responding to disruptions in my own post-doc research, I am struck by the extent to which such responses are characterized by spontaneous forms of interrelating among participants, for example in emergent groups in communities struck by disasters. Furthermore, organizations coping with disruptions look more like networks than like hierarchies – a condition which HROs almost appear to emulate.

Bottom line is, I think, that an extended infrastructural understanding of understanding disasters, near misses, high-risk situations, and so on, may be elaborated by more systematically discussing the various social and technological aspects of interrelating in extreme situation. Actually, there is a lot of research going on in this area right now since disaster researchers and disaster response practitioners generally tend to be quite aware about the relational aspects of responding to disruptions. Just this week, our local communicating disaster research group met for a workshop on the use of social media in crisis situations, and you may check out the outline here. Apparently, disaster response organizations increasingly ponder possibilities of utilizing people’s technologically augmented abilities of interrelating in real time: if you have people with smartphones present at a disaster site, and they will spontaneously interrelate in immediate disaster responses (like looking for survivors, moving debris etc.) anyway, while you as an outsider start with knowing nothing or very little about where and how to deploy your own helpers and machines, why not use survivors’ smartphones, their GPS and photo capabilities for coordinating disaster responses? The “disaster app” may at some point, perhaps sooner rather than later, become an obligatory smartphone functionality.

Obituary for a unique mind: Harold Garfinkel died last week

Sad, but true: Harold Garfinkel died a week ago at the age of 93. A student of Parsons (and maybe his most creative critic), linking American and European social theory again through the works of Alfred Schuetz, he became well known as the founding father of Ethnomethodology – the study of the orderliness of social life, created in the moment-to-moment work of (not so) ordinary practices. 

Instead of praising all his accomplishments and wonderful writings, a short passage of his 1996 paper in Social Psychology Quarterly (59/1, pp. 5.21) will show how much we owe him, and it is not a passage describing Ethnomethodology – but a footnote showing his modesty and humor. The footnote is attached to the claim that the achievements Formal Analysis are “unquestionably demonstrable achievements” (page 6):

If this claim is read as irony, it will be read incorrectly. To read it withou irony, recall the scene in Ionesco´s Rhinoceros. The last man and his girlfriend, Daisy, are looking out into the street below filled with rhinoceroses. Daisy exclaims: ‘Oh look, they´re dancing.” The last man: “You call that dancing!” Daisy: “That´s the way they dance.” (…) EM is not claiming to know any better (than FM, JHP). But neither is EM proposing to institute and carry out EM investigations of ordinary society while being in the midst of organizational things and therein knowing nothing. Rather, we´ ll proceed without having to decide or even know how to proceed while knowing nothing. Instead by [beginning], by [carrying on], by [finding our bearings again], by [completing an investigation], we´ll land ourselves in the midst of things. Procedurally we know something. We´re not agnostic. (…) In the midst of its endless things we´ll study the work of which immortal ordinary society consists. We´ll see. 

With that in mind I remembered the statement from Latours “Reassembling the social” (2005: 54-55): “It would be fairly accurate to describe ANT as being half Garfinkel and half Greimas: it has simply combined two of the most interesting intellectual movements on both side of the Atlantic and has found ways to tap the inner reflexivity of both actor’s accounts and of texts.” John Law already claimed that ANT is (or should be) a modest sociology. From Garfinkel, whose thoughts live on in us, we can learn how that is done.

On Temporal Order

A common sense interpretation of what technical infrastructures – for example media technologies like the system of printed books or TV or the Internet – do to our everyday lives, to institutions, organizations and society as a whole is that they condense temporal and spatial reachability. Once you write your thoughts down and publish a book, your readers can pick up our ideas or disagree with tem years, even decades later. Once you can use the phone you can speak with your loved and not so loved ones, no matter where they are on the globe. Infrastructures are time and space packing machines. 

But that seem to be an invalid claim, or at least, a totally imprecise one. 

The Wisdom of Conferences?

During a rousing visit to Penn State, Fabio Rojas and I were discussing the organization of conferences and he suggested that I take some of my insights and hunches and put them to the test. In particular, we were discussing the idea that a group of attendees might better organize a conference as compared to one organizer or a set of expert organizers; of course, I am not talking about the logistical issues of organizing the venue, dates, etc., but the papers themselves.

In effect, we wondered if you could harness the wisdom of crowds (a la Surowiecki) for the purposes of conference improvement — whether or not you can crowd-source conference sessions/panels?

In an imperfect way, sessions/panels are already crowd-sourced, for example, at 4S, where members of the professional community do the work of organizing sessions for other members of the community. Still, this is not really what Surowiecki was describing, and I am imagining a much more radical Surowieckiian model of paper selection.

Surowiecki’s three major criteria are that the wisdom of crowds can be unlocked, but only if:

(1) a definitive answer exists or will exist such as the eventual winner of the next World Cup or, in one of the famous examples from the book, the unknown position of a sunken subermine (i.e., the Scorpion),

(2) matters of coordination are necessary, for example, where individuals create suitable trading arrangements or determine how to drive safely in heavy traffic, or

(3) matters of cooperation are necessary wherein otherwise self-interested, potentially distrusting individuals must find a way to establish, for example, what suitable compensation might be even with competing interests at play.

Likewise, circumstances must be “right” meaning that the wisdom of crowds operates most effectively under conditions of independence among decision-makers who are also, in some meaningful way, diverse and decentralized (so that they can connect and share information, but not too much as to homogenize decision-making).

Is there a wisdom of conference attendees worth harnessing?

Claus Rerup: Near Failures and Near Successes in the "Gray Zone"

which employees and managers collectively learn

from (rare) events.  In most cases firms

learn from an accident or crisis after the fact,

but many organizations can also learn valuable

lessons from a near disaster.

A couple of notable things:

1. The notion of “near failures” requires a basic update to many of our STS syllabi which contain numerous references to technological disasters. Certainly, my courses on STS primarily designed for engineering students cover engineering disasters at length, but fail to feature or conceptualize “near failures” and “near successes” and what might be learned about them and from them.

2. And I’m thinking explicitly about his paper “The gray zone between mindful and mindless organizing” — the notion of a gray zone between careful, mindful organizing and reckless, mindless organizing is an interesting idea where a lot of “noise” could be captured if properly conceptualized.

Infrastructure and Disasters

As I am generally interested in “technological” disasters and write for an infrastructure blog, I always wonder about infrastructural disasters.

I recently read an interesting and somewhat non-tradition piece for an economics journal (although it does harken to the “Freakonomics” style of inquiry, if only it had a comparison case where the same set of underlying mechanisms operated):

Frey, Bruno S., David A. Savage, and Benno Torgler. 2011. “Behavior under Extreme Conditions: The Titanic Disaster.” Journal of Economic Perspectives, 25(1): 209–22.

The full-text article, which is currently complimentary, reviews how individuals behaved (based mainly on personal characteristics) during one of the “deadliest peacetime maritime disasters.” The abstract reads:

During the night of April 14, 1912, the RMS Titanic collided with an iceberg on her maiden voyage. Two hours and 40 minutes later she sank, resulting in the loss of 1,501 lives—more than two-thirds of her 2,207 passengers and crew. This remains one of the deadliest peacetime maritime disasters in history and by far the most famous. The disaster came as a great shock because the vessel was equipped with the most advanced technology at that time, had an experienced crew, and was thought to be practically “unsinkable” (although the belief that the ship had been widely believed to be truly unsinkable actually arose after the sinking, as explained in Howell, 1999). The Titanic’s fame was enhanced by the considerable number of fifi lms made about it: not including various made-for-television movies and series, the list would include Saved from the Titanic (1912), In Nacht und Eis (1912), Atlantic (1929), Titanic (1943 and 1953), A Night to Remember (1958), Raise the Titanic! (1980), and of course the 1997 Titanic, directed by James Cameron and starring Leonardo DiCaprio and Kate Winslet. In 1985, a joint American–French expedition, led by Jean-Louis Michel and Dr. Robert Ballard, located the wreckage and collected approximately 6,000 artifacts, which were later shown in an exhibition that toured the world.

The results suggest when you compare the quick sink of the Lusitania (under 20 mins) to the show, gradual sink of the Titanic (over a 3 hour period), you learn something about the dynamics of self-interest under certain circumstances.

The comparison between the Titanic and the Lusitania suggests that when time is scarce, individual self-interested flight behavior predominates, while altruism and social norms and power through social status become more important if there is suffificient time for them to evolve.
